    EN590 is the European specification that governs automotive diesel fuel. For procurement teams sourcing industrial diesel globally, understanding its sulfur, cetane, and density parameters is critical to avoiding off-spec deliveries.

    What is EN590?

    EN590 is the European Committee for Standardization (CEN) specification that defines the physical properties of automotive diesel fuel sold in the EU and most of the international market. First published in 1993 and updated multiple times since, it is now the de facto global benchmark for ultra-low sulfur diesel (ULSD).

    For procurement teams, EN590 is more than a chemistry document — it is the contractual anchor that determines whether a cargo can be discharged, blended, or rejected on arrival.     Key Parameters Procurement Teams Must Verify

    Sulfur Content

    Maximum 10 mg/kg (10 ppm) for road diesel. Off-road grades may allow up to 1,000 ppm. Sulfur level dictates which markets the cargo can legally enter — Tier 4 emissions regions reject anything above 15 ppm. In practice, procurement teams sourcing for power generation, mining, or marine off-road use can negotiate higher sulfur tolerances at meaningful per-tonne discounts, but the SPA must be explicit about end-use to avoid downstream customs reclassification.

    Cetane Number

    Minimum 51. Higher cetane improves cold-start performance and engine efficiency. Some Middle East refineries quote 48–50, which fails EN590 but may be acceptable for off-road industrial use. The Cetane Index (a calculated proxy) is not interchangeable with the measured Cetane Number — only the latter is acceptable as contractual evidence.

    Density

    820–845 kg/m³ at 15°C. Density outside this band signals either contamination or a different blend grade entirely. Densities above 845 often indicate heavy gasoil contamination; densities below 820 may signal kerosene cutback.

    Cold Filter Plugging Point (CFPP)

    Varies by climate class. Arctic grades (Class 0–4) plug at –20 °C or colder; tropical grades (Class A) at +5 °C. Specify the climate class in the SPA, not just 'EN590' — a tropical-spec cargo loaded in Singapore will gel in a Baltic winter discharge.

    Flash Point, Lubricity, Cloud Point

    Flash point ≥55 °C is a safety and ATEX-zone requirement. Lubricity (HFRR wear scar) ≤460 µm is critical for modern common-rail injection equipment. Cloud point is reported alongside CFPP and is the first temperature at which wax crystals form.

    FAME Content

    EN590 permits up to 7% v/v Fatty Acid Methyl Ester (FAME / biodiesel). Many industrial users specify B0 (zero FAME) for storage stability beyond 12 weeks; FAME-blended diesel degrades faster and supports microbial growth at the fuel-water interface.

    Common Off-Spec Issues in Procurement

    • Sulfur creep from blending with high-sulfur Russian or Latin American components
    • Flash point failures caused by contamination with lighter fractions during storage transfer
    • Color/appearance issues from oxidation in tanks held beyond 6 months
    • Lubricity failures when ULSD is not properly additised before delivery
    • FAME hydrolysis producing free fatty acids that corrode bunker tanks and filter housings

    What to Demand in Your SPA

    Every sale and purchase agreement should explicitly reference EN590:2022 (or the current revision), require an SGS, Intertek, or Saybolt independent inspection at load port, and stipulate buyer's right to retest at discharge. Skipping these clauses is the #1 reason procurement disputes escalate.

    Additional clauses that materially reduce risk:

    • Sampling protocol — composite sample drawn from upper, middle, and lower tank levels; retained samples sealed and split three ways (buyer, seller, inspector) for 90 days
    • Demurrage allocation — pro-rated against the party causing delay, with documented turnaround time benchmarks
    • Off-spec remedy ladder — first right of price adjustment, then partial discharge, then full rejection with seller bearing freight
    • Recertification trigger — automatic retest if cargo sits in storage beyond 6 months

    How Independent Inspection Works

    A Certificate of Quality (CoQ) is only as credible as the inspector behind it. Procurement teams should verify: 1. The inspector is on the buyer's approved panel, not the seller's 2. The booking is logged in the inspector's case management system before vessel arrival 3. The CoQ references the specific tank dip and vessel manifest, not generic shore tank averages 4. The CoQ is counter-signed by the vessel master and the loading terminal supervisor

    Bottom Line for Buyers

    If a supplier cannot produce a recent Certificate of Quality referencing EN590 from a recognized inspector, walk away. Industrial buyers sourcing 10,000+ MT cargoes have no margin for off-spec product — the demurrage and rejection costs vastly exceed any per-tonne discount.
